지역신문은 지역의 정치적, 경제적 발전을 위한 공개장역할을 수행하고, 지역간 균형발전을 추구하는 화해의 매체로 역할할 것을 요구받고 있다. 이 글은 이러한 시각에서 지역신문이 현실적으로 직면한 경영 구조를 분석하고 개선 모델을 제시했다.
지역신문의 구조적 문제는 자본과 매출액의 영세성, 경영의 비전문성, 보도 내용의 신뢰성 부족 그리고 판매의 비효율성 등이다. 이러한 문제는 경영의 악순환에서 주요한 고리로 작용하고 있다. 이런 조건 하에서 지역신문은 우수한 기자를 확보하여 경쟁력 있는 지역 정보를 게재하지 못한 결과 지역 시민이 지역신문 보다는 전국신문을 선호하게 만들어 지역 내에서조차 소기의 역할을 수행하기 어려운 상황에 있다. 따라서 지역신문은 과감한 구조조정과 우수 인력 확보, 경영의 전문성 제고 및 판매 합리화 등을 통해 적어도 지역 내에서는 지역시민이 필요로 하는 다양한 지역정보를 충분히 제공하는데 최우선을 두어야 한다.
